Jay Barker - President

In 1991, Jay formed JEB International Tobacco Company, primarily as a tobacco consultancy.  Throughout the Nineties, Jay provided buying, grading, contracting, and receiving station operational expertise to companies in the US and Brazilian Markets, most notably Philip Morris USA, DIMON Inc., a predecessor company to Alliance One International, Inc., and Sul America Tobacos.   In 1999, through JEB, Jay formed a partnership with Kannenburg and Hail and Cotton, Inc., forming KBH&C Tobacos Ltda., to process and sell Brazilian tobacco.   In 2007, Jay added to JEB’s service offering dry storage operational services and in 2008 began receiving station operational services in Virginia and North Carolina in the US Market.   Jay continues expanding JEB’s service offering by adding international leaf procurement services, expanding the receiving station operational service into Kentucky and by hiring a team of professionals to assist in managing the company’s lines of businesses.    Jay began his entrepreneurial career as a young man working on the family farm, where he continues producing quality flue-cured and burley tobacco.  In 1995, Jay earned a Bachelor of Science degree in Marketing from the University of North Carolina at Wilmington. 

R. Dale Powell - Vice President of Sales and Operations

In 1985, Dale entered the tobacco industry with Dibrell Brothers Tobacco Company as a buyer trainee. In 1987, he was promoted to buyer and from 1990 until 1999 he served as senior buyer. During these years, Dale bought both US flue cured and burley tobaccos and traveled to various countries, including Brazil, Argentina, Mexico, Guatemala, Italy and Greece. In 2000, he was promoted and assigned to the Japan Tobacco International account. In 2001, he was promoted to Assistant Vice-President of sales in charge of North, South and Central America. In 2006, Dale left the industry to join Commodore Homes of Virginia, where he was quickly promoted to Regional Sales Manager for the Southeastern Region. Dale joined JEB in 2011. Dale attended Danville Community College and Virginia Tech.

James Buchan-Vice President of Procurement

James entered the tobacco business in 1985 with Dibrell Bros Tobacco in Danville VA. After attending college he rejoined Dibrell in 1990 as a buyer focused on the purchase of  US flue cured and burley tobaccos with off shore responsibilities mainly in Brazil. He joined Philip Morris in 1995 as a buyer and was promoted to Sr. Buyer in 1998. His main duties were the supervision of PM tobacco purchases both US and South America.  He was promoted to manager in 2002 and to Sr. Manager in 2008.  During this time he was directly responsible for the planning, contracting and management of both flue and burley and managed stations in all tobacco belts.  In 2003 he began working in the world Oriental tobacco markets and was responsilble for all PM USA Oriental purchases.  In 2008, after the split from PMI, James was Sr. Manager of Global Purchases covering all PM USA purchases outside the USA. His experience includes tobacco purchases from over 15 countries for two operating companies.

Scott Batson - Chief Financial Officer
Scott joined JEB International Tobacco Co. in 2010.  Prior to joining JEB International, he provided corporate financial consulting services to several business clients operating in Virginia and North Carolina.  Scott was employed with Dan River Inc. (an $800 million public textile manufacturer) for 16 years in various financial positions leading to Senior Vice President – Chief Financial Officer until May 2006. Before joining Dan Diver, Inc., Scott was the Assistant Treasurer at Alumax (a $2.5 billion aluminum producer, now part of Alcoa) in charge of banking and finance from 1989 to 1989, and from 1981 until 1990, he held various financial management positions leading to Assistant Treasurer at Westpoint Stevens (a $2.2 billion public textile manufacturer).  From 1979 to 1981, Scott was the Accounting Section Head at Melrose Wakefield Hospital.  Scott began his career in 1978 as a Staff Accountant with a real estate investment firm.   Scott earned a Bachelor of Science degree in Finance from Western New England University in 1978.


Jan Quinn - Storage East Operations Manager

Jan has 31 years of experience working in the tobacco industry.  She began her career working with Dibrell Brothers, Inc., and later DIMON, Inc., primarily in logistics and warehousing.  Jan joined JEB in 2008 as manager of its dried storages and off-shore logistics functions.  More specifically, Jan specializes in the US Custom Services export and import regulations, including duty drawback claims processing and monitoring, bonded inventory and warehousing and maintains working relationships with key licensed custom brokers, shipping lines, port agents, cargo carriers and other  international shipping entities so that shipments are completed timely and efficiently. Jan attended Danville Community College

Peter Moore - Financial Manager

In 1990, Peter began his career in banking where he served in lending, investment services, compliance and strategic planning.  In 2000, Peter joined DIMON Inc.’s internal audit function where he primarily performed operational audits focusing on enhancing controls and efficiency on the financial and operational sides of the business.  In 2006, with Alliance One International, Inc., the successor to DIMON, Inc., Peter directed the audit plan for AOI’s African Region.  In 2012, Peter joined JEB as the company’s Financial Manager.   Peter holds a Bachelor of Science degree in Business Administration from the University of Richmond and a Masters of Business Administration degree from the University of North Carolina at Greensboro.
